Shirtless toddler girl at water playground

My husband is German and the kids are nude lots in Germany… it’s not a big deal. We moved back to Philadelphia 2 years ago

We were in downtown Philadelphia today and went to Franklin institute. After, we went to a playground and it was a water playground. We def didn’t have bathing suits with us.

Husband says just to take our 3 yr old girls shirt off. We left her shorts and undies on of course.

What are your thoughts about a toddler girl being shirtless?

In Germany, we would just change our kids at the pool and water playground no problem. No covering them with a towel… or changing them constantly in a changing room.

Here, you never see a toddler getting changed out in the open.
