Dogs barking excessicely

What can I do about my neighbors dogs who bark constantly while outside? Which is most of the time . We just moved in to this rental house almost a month ago and the neighbor has 3 bigger dogs . They are constantly barking at us and in general . We have 2 dogs and the second we let ours out to pee these dogs go off and don’t stop. The owner does nothing about it either . One of their dogs even broke one of the planks to the fence which makes me nervous because not only do I have dogs but I have small children and at this point I don’t think these are nice dogs. They have been barking all morning and I’ll hear them late at night too if they are out . We already told them about the broken plank and he gave us a new one to fix it so he knows his dogs are like this and does nothing . It’s really annoying and I don’t understand why people have dogs and just allow them to bark nonstop. I do plan to mention it to him but how can I do this nicely? And what can I do if he doesn’t do anything going forward? I shouldn’t have to worry about a dog breaking though and hurting my kids when taking my kids in our backyard .
