Riding horses-wear?

Question

Okay so my friends & I are gonna go ride horses tomorrow. It’s cold: 21°F ( -6°C ).
Idk what to wear- I don’t wanna get sweaty & I don’t wanna get cold. I also wanna be comfortable. I don’t like wearing too much clothes/too many layers lol.
Here’s what I’m thinkin’ :
PANTS/BOTTOM:
1.(base layer)
2.pants (maybe workout pants?)
3. & then sweatpants
(or should I skip #2 - Pants?)
SHIRT/TOP:
1.(base layer)
2. t-shirt (or maybe long sleeved shirt?)
3. hoodie 
4. Jacket.
(Should I skip #2 - shirt?)

Well you won't get sweaty...you aren't running lol. It gets cold on horses as you have wind in your face if you are going faster than a walk. If you are using a saddle you are.gonna want something thicker than sweats honestly. Saddles are stiff leather and with the straps and buckles can rub or even tear. I have horses and on cold days I wear a thermal base layer and jeans. With very warm.socks...usually smartwool or morino wool and boots. For the top a thermal base layer, an insulation layer like wool again usually, and then a very.warm and thick jacket. I usually wear my lined carhartt that is waterproof because it keep the wind out. You also want warm but thin gloves so you can grip the reins and as you sound new to it you should be wearing a helmet so a very thin beanie. If it is windy at all or I plan on running my horses I also have a balaclava to protect my face. And I always have chapstick as the cold can do quick damage to lips. I dress warmer than I would need to for just.sitting in a chair as wind chill makes you colder.
