Sexism with my kids school and IEP's

I've been trying to get my daughter an IEP for a while. She's not doing well in school. Her and her friends skip classes and she is always arguing with her teachers and talking back. I tried to get her an IEP for her anxiety since last year but the school keeps denying it saying she doesn't need an IEP because the anxiety itself isn't what's disturbing her schooling. I feel like they just don't like her because her teachers don't like her. But my son has said WORSE to his teachers and he got approved. He's an 18 year old SOPHOMORE! He got approved for emotional disturbance because he got diagnosed with schizophrenia at 17, it started to onset at 16. But I've heard anxiety can also be considered an emotional disturbance. Her last school wouldn't give her an IEP and now this one won't. Should I just go to the district at this point. I've heard there's a lot of sexism towards females with disabilities. Clearly she's not on the same level as schizophrenia but she does have a mental disorder.
