What exactly does it mean to “put yourself out there?”

I’m starting to realize I don’t know what that phrase actually means. The apps don’t work, I’m in public and talking to people constantly, my work has me around different groups of people for every job so there’s no shortage of that. I voluntarily take myself to events and am never shy to strike up a conversation, and when I do spend a large amount of time with someone, I’m usually the one to ask to exchange information or to do something one-on-one, in which case I’m always turned down. I’m very open about being single and about being interested in men and I don’t think I’m all that horribly revolting. I spend a lot of my alone time wondering why it is that I have so much alone time and whenever I reach out for advice people ask me if I’ve “put myself out there.” But…how?
