Does he only want to be fwb?

I have a guy that I was venting to about my marriage problems, he was convincing me to leave my ex husband, promising me that he will treat and love me better. He told me after the divorce is finalized, he will make us official.

I've been staying with him, we seemed like we were dating already, I got my divorce finalized 6mths after being with him, that guy hasn't made us official.

It's a year now being with him, he told his friends we are just talking. He told me we are only just like FWB. I told him I don't want to be fwb, and if that's what he wants only then, I don't want this anymore.

He got upset and accuse me of missing my ex, he also accused me of venting about us to other men. I've tried talking to him that I only want to know if he's serious about me or not, or if he just wants to be fwb. He didn't answer me, and still just accused me of nonsense things.

I left him and he hasn't spoken to me for a few days now.

Should I move on, does he clearly only want to be fwb?
