Clinic charging me for FMLA and EDD paperwork ?

I’m in california and I gave birth almost a month ago but my job goes through a 3rd party for FMLA. EDD was delayed due my account being locked and just a bit of procrastination to be honest. Any ways, I left the clinic with the forms I need completed (total of 3 . 1 being EDD) and they said it would be done Monday. Monday comes around and I call and they say it takes 5-7 days to complete so I let them know I was told Monday not 5-7 days. They said they’d call me back and didn’t. I gave them an additional day and called back today. They informed me my paperwork was done and it would be a $40 charge. I asked why but all they said was “it’s just something we do” but couldn’t give me a real answer.

Obviously we are desperate for our forms to get paid while on leave and I feel like they are taking advantage. I’m a FTM, is this “fee” normal?
