Do you think my baby daddy will do the evaluation ?

My kids’ dad wants to come back after almost 3 years of not seeing them. They’re 4 now. I tried to set up times for him to see them and he just wouldn’t show. When we got to court and they asked why he didn’t see them at all, he said it’s because he thought the restraining order (that he never fought) included the kids (it clearly didn’t, it said on the first page they gave him AND he was summoned to court to be given a chance for custody. Not to mention, he kept up on it the order was in place enough to regain possession of a firearm after 🙄). He also submits a letter where he claims it’s the court’s fault for not giving him notice. I mentioned his mental health (he has bipolar and the last time we saw him he said he “had demons in his head” and said he’s refusing further treatment). When he got questioned about it, he said he hasn’t had any treatment and hasn’t had any issues with his bipolar. And then went on this rant about how he thinks his bipolar diagnosis wasn’t right and that he probably only had mental health issues because of me. (Which doesn’t even make any sense because his family has a line of bipolar and he was diagnosed and on meds before he met me 😐). Also, he seemed… weird… like he was on drugs or something? His eyes looked big and he was staring off and kept talking over everyone. The referee we had stopped him and told him he has to commit to a psychological evaluation. Everyone right away says he won’t do it. But idk I think he might 🤷🏼‍♀️
