How to get a toddler to “point it down”

My 2.5 year old is fully potty trained, but is so reluctant to point his penis down into the toilet. We’ve tried rewards, we’ve tried having him lean forward, and we’ve tried making him clean up after he pees all over the floor/toilet/his legs because he wouldn’t point it down (we always have him sit to pee, since it’s shown to be more hygienic and easier to clean (eventually)) . Nothing seems to be making an impact. Any advice from moms that potty trained a boy?
