Decreased movement at 31 w

My baby is very active and he is always moving around and kicking strong and these past few days he has been very quiet super chill. I can feel him move around but very softly not like how he usually moves. I saw him on 4D scan yesterday and he was good. It was my doctor appointment it was like where you just go to see your baby in 4D with your family but the lady told me that he is very breeched and curled up very tightly. His heart rate was also measuring at 124. Is this normal? Should I call my doctor??
