My MIL is mad at me and now won’t babysit my child (not my husbands bio child), is this normal?

It’s your child.. she doesn’t have to baby sit.. mad or not.

You either did something bad enough for her to change her mind which could be fair, depending why she’s mad OR she’s just petty. 
We can’t tell you if it’s normal or not without more context as to why she’s mad at you. What did you do to make her mad? Does she accept your child as if it’s her sons child too?

To explain further I don’t think she is required to watch my child. I’m asking is this normal for someone to basically be mad at me but taking it out on the kid?

It may be if she geels like she needs to set that boundary as a result of whatever happened.
