My friend mandated reporter but isn't reporting to cps!

My friend works at a youth camp and she was talking about one of the parents and saying how ugly the mom is and saying "No wonder her husband molests their daughter." I asked her what she was talking about and she said the 13 year old daughter said she's being sexually abused by her step dad. I asked did she report it and she said it's none of her business and if a mom is gonna dress like a bum and let her 13 year old daughter wear a tank top she can't be mad when her husband wants to fuck a 13 year old over her. She didn't give me any names or anything about the girl herself so I don't know if I can make a report with 0 information on names.
