My boyfriend doesnt want to put his Dick in me

My boyfriend and I will do everything else in bed, oral, hand jobs, bow jobs, fingering, going down on each other, boob fucking etc. everything except regular sex. Neither of us are ready for kids yet. And he doesn’t want to put it in cause he doesn’t want to take any chances. I said I’d consider birth control and we can buy condoms but he still said no because there is no condom or birth control that is 100% effective and he wants to play it safe. Which I respect that and I don’t want to force him to do anything he doesn’t want to. But in bed it does frustrate me slightly. I don’t show it. But I get so turned on I just want his Dick in me sooo bad. I don’t know how to talk to him about that without it sounding like I’m trying to talk him into it.

How logical is he being? I didn’t learn much in health class cause the education system is shite so most things I learned about sex I learned on here. Is having sex with condoms as risky as he makes it sound? Or is the possibility of getting pregnant with a condom more rare than he thinks? Does anyone have any advice???
