Child support interstate case

The non custodial parent owe $25,000 and he is in Texas. I’m in NC and they aren’t doing anything to garnish money. They still have him living in another state and he’s been in Texas for 2 years. I don’t know what to do. The worker is no help at all. He drives trucks. He calls her often but doesn’t send any money. Actually he tells her he is going to send her money all the time “next week” and of course that never comes smdh.
