Adopting an abused child

Me and my husband have been looking into adoption for a while. We gone to some events for children in foster care who are up for adoption due to parental rights being terminated . I bonded really well with this two year old boy. He was severely abused and both his parents were sentenced to prison on 7 counts of child abuse. He's only 2 so if we were to adopt him and give him a loving home would he be able to grow up without trauma? I know kids don't usually remember as far back as 2. Could this abuse cause issues in the future?
