Ovulation test question

Hey, so I am new to this stuff but I want to ask something.I am not trying to get pregnant and I am always using condoms.If there is a hypothetical situation where a condom breaks and the guy has pulled out( so only pre cum may have entered) and before taking plan B, can I make ovulation test?I mean, if the ovulation test is negative do I still need to take plan B.

And also, can I use ovulation test every month a method for contraception apart from using condoms?
