Who do you talk to/ where do you turn to report child neglect?

And is there anyway to explain that the kids COULD securely and safely live with other family, just not the biological parents?  
PLEASE HELP. Three kiddos under 7 are suffering in a chaotic environment & being very neglected and treated badly. We just have no idea where to turn or who to talk to about this.

Cps! I see you’re trying to get info on doing the right thing. But I beg you to take the right step and actually go through with it. As scary as it may be, those babies need it. Don’t wait until something worse can happen. Do it now if you truly see an issue so they won’t be hurt any longer. The mistake people make is not speaking up sooner.

Call police and they can help you get in touch with CPS
