Visitation rights

I have a question for someone who has been through something similar or knows anything about this can someone be denied child visitation rights if they were a hr late to visitation? Let’s say the persons visitation was 12-4pm they should up at 1pm does the other parent have the right to deny visitation can they get in trouble for that? There is a court order stating visitation is the 1st,3rd,5th of every month 12-4pm but doesn’t state if the non custodial parent is late they forfeit their visitation.. please give me thoughts/opinions
