Herpes?

I haven’t had sex in a while. I got tested like a month ago she swabbed me for herpes because I seen tiny bumps but she said that was just my skin and the test came back negative. Well yesterday while showering I noticed it starting to burn and when I got out I looked and seen a form of red bumps that looked raw and kinda sore. They don’t really itch just tingle and it’s kinda painful but not super noticeable. Could it be herpes even though I’ve tested negative twice?
