Gloves that don’t come off

Does anyone know where I can buy toddler gloves that my child can’t get off or a raincover? We’ve been in -5 degrees weather recently and my child keeps taking his gloves and hats off on the way to taking his brother to school then refuses and screams not to put them on and the cries all the way home (mainly) sometimes on the way but mainly on the way home. He refuses a rain over too so that’s a no go keeps kicking it off or pulling it so the Velcro bits break same as his footmuff/cozy toes and screams till they’re off him and when it’s freezing and you’ve got to get your oldest in for school you don’t have time to keep stopping. I really don’t know what to do he has a blanket a coat/all in one with fleece inside but nothing else cause he hates them

Help please it’s really starting to stress me and make me dread the school run
