Is this CPS worthy or is he just a little strange?

I have a neighbor who I'm friends with on Facebook and found his tiktok. He is a single dad with 2 daughters. I'm assuming he had one young because she's like 13 and he doesn't even look like he hit 30 yet. His tiktoks are... Interesting. My MIL is saying we should call CPS because he's clearly doing some weird demonic shit with kids in the house. I just think he's a little strange. Some of his tiktoks he's dressed like a vampire and has "blood" all over his mouth and is eating a "heart" to gothic music. I'm pretty sure most people would know that heart isn't real. I don't think this guy is Jeffrey Dahmer. He dresses up like a demon a lot on his tiktoks and its usually to music and just doing weird things but I think he's just a little strange and into cosplay. And clearly there's an audience for what he does because he has like over a million subscribers on tiktok. His daughters seem fine. I only really speak to the older one every blue moon. But they don't seem in danger. My mom thinks he's mentally unstable because of these bizarre tiktoks and that I should call CPS because technically I'm a mandated reporter(I'm a para) but this honestly just seems like he's a little strange and nothing more.
