Should a 10 year old be able to have a smartphone?

Why or why not? My husband is going to give his daughter his old cell phone when he upgrades. He currently has an iPhone 5. I say she's too young but he says its so she can call him in case of emergencies and so she can call her mom etc... I suggested getting her a pay as you go phone if that's the case. I feel she is way too young. Thoughts?
