Making new friends

Hey guys. Can I get some tips in making new friends, especially with shy or quiet people. I'm in college and I dint quite have many friends and I'd like to know a couple of people, esp this quiet boy that I see most of the time hanging out alone. I like people , I just don't know how to be the first person to approach someone...please ladies help☺
