Relationship without love

Have you  guys been into a relationship where he likes you a lot and wanted to be your boyfriend but he doesn't love you YET? He wanted you guys to be a couple but love is not there yet? He's saying that that's why you're in a relationship to figure out if you're gonna be inlove after a while. He have't even said "i love you", but he wanted you to be his girlfriend.
