Neighbor problems?

We live on the first floor and the 2 neighbors above, and across/above us just moved out due to the fact that the neighbors next to us call the "courtesy patrol" ON EVERYTHING. They don't knock on the door and say, hey can you turn your tv down, they IMMEDIATELY call the rent-a-cops. I'm in my bedroom right now and can barely hear the friends we have over in the living room and I cannot hear music at all. But they called the courtesy patrol on us again, the guy literally laughed and said "delicate people can hear you" when he gave us our warning. You cannot hear anything outside, we walked outside and you can't hear us. They also hate dogs and this is an extremely dog friendly complex with 100lb dogs allowed and they complained about us walking our dogs because she's afraid of dogs and our doors are next to each other and she walked up when we were walking up and had her bf ask us to move while we were opening our door because "she's afraid" what. I don't even know what to do. We want to switch apartments, does anyone know if that's a possibility when renting? The people that lived above them moved to a different apartment across from us, so I'm hoping it is. But does anyone know how that works with your lease?

Does anyone else hate their neighbors?? Or have a neighbor from hell story?

They called again, the courtesy patrol told us they complained about us opening and closing our patio doors too often. Our. Door.

Edit again* he came by again to tell us he stood outside our apartment for 10 minutes and can't hear us at all...
