Anyone on my friends list know anything about stepparent adoption? 

I requested Lilli's biological father get legitimized almost a year ago. He has no legal rights to her what so ever. I went down to child support services and put in the application a year ago, they sent him a letter and I talked to him about it and he still to this day won't take any legal responsibility for her. Meanwhile my husband supports her in every way he loves her and she loves him. He and I both think it's in her best interest for him to adopt her. I talked to a lady who said because the biological father won't comply or show any interest in her or take any legal responsibility for her it shouldn't be a problem for my husband to adopt her.

Any suggestions on what my first step should be?
