Is my relationship over

I think my somewhat of relationship is over..I still love him very much he's only 19 and I'm 23 but we've been through so much he's my best friend..we broke up this past August and still kept in contact till November then stopped talking for a month or so..early January he called me repeatedly wanting me back..but now we are talking taking it slow however he still talks to other females.. I don't think he wants to be with me the way I want him to..but he won't let me go. I need help? Should I give up?
