Rant and rave ! Ciggarette buds!!

I have new neighbors and they are so gross they flick there buds we're ever they please the yard is full of buds!!! Whats so hard about cleaning up after your self!! I don't smoke neither dose my husband why do I have to clean theme up when they come on my side of the yard my daughter plays out there!!
