Tattoo placement & design help?!

Question

Soon getting my first tat. Dedicated to my step father, who passed last month. It's going to be the number 42 (his sports number) and the date 2•8•16 under the 42. (I think that's how I want it). I was thinking on my upper outer thigh would be a good place for it. Not sure of placement or design. Let me know what you think.

Maybe the number 42 with a banner/ribbon flowing across it with the date on the ribbon? Thigh, calf, shoulder blade, or arm would be good.

Wrist tattoos really hurt. Chest tattoos are painful. Inside Forearm is not bad... Shoulders don't hurt hardly at all. 
It seems to be a theme with rememberance tattoos that they go on your shoulder blade. I don't know how those feel..

It will look silly if you have it on your thigh when you want it to be small. I would say have it on your wrist, rib, hip or the top of your spine if you want it to be small

Honestly, I think if it's going to be small then it will look out of place on a thigh. Thighs are good for larger pieces that flow with the shape of your leg. A smaller tattoo would be good on your shoulder, or on your arm.
