Is it racist?

So my black friend said she was looking for a new hairstylist because hers has recently moved, so I was making suggestions and saying how another friend of mine is really good and she should try her and she proceeded to say how she'd "never let a white women touch her hair" that rubbed me the wrong way and honestly hurt my feelings, she said that wasn't her intention but that a white women wouldn't know what to do, what do you guys think about the situation?
