Should I Call My Piercer?

I got my lip pierced 3 days ago. I've had very little swelling and it also didn't hurt that much. Well, it still is pain free without any swelling, but the itching is driving me crazy! It's producing a little more of that clear whitish residue new piercings often do. But the itching is driving me nuts! Should I talk to my piercer as soon as I can or is it infected and should I remove it?

It now has been 2 weeks since I got the piercing. It doesn't hurt, itch, or ooze, but it has a small red and white ring of scar tissue around it. Does that go away with time? Also, can I downsize my labret yet? It catches on my teeth and it's annoying.
