should i still do something for his Bday

My bf bday is coming up i always plan something nice like a whole month ahead balloons covering the whole ceiling, cake surprises gifts a fun day etc etc. but in our  2 years of dating whenever my bday, valentines or xmas comes up he usally has an excuse of why he couldnt do nothing for me or last minute drive around pretending like he had something plan. Only once i got a gift and As much as i like planning nice things for him and want to do something nice because i dont want to be rude i just kind of dont want to at the same time. Do you think I should do something nice even if were on bad terms
