Bicycle license

In Australia they are proposing introducing bicycle licencing which will require rides to carry the licence and pay rego, road tax whatever. The argument is that cyclists should also pay for the privilege of using infrastructure, especially as more money is being spent on accommodating them on the roads by creating segregated cycle lanes and the like. I personally am not so concerned with funding (I'm sure that cyclists sufficiently reduce traffic to compensate) but what does get me is that a good half of them cycle like mad men. In Cambridge in particular it's really obvious that a lot of them have never done a driving test and just don't know how to use roads properly and safely. What do you think?
