My Brother Stole Money From Me..

So on Sunday, I ordered a menstrual cup. After I was done with my card, I left it under the pillow. My pillow. I don't eat pork, but that's what they had left in the house. I decided I was going to go to the restaraunt right by me to get food, but before that, I had to check my balance first. I had to have at least $4 left.. But no, I had 72¢ left. I checked the recent transactions and 2 were made yesterday. One for 50¢ and one for $4. I called and asked where they were made, and it was made at the convinence store right by us. I know for a fact it was my brother, because my mother doesn't shop there. What do I do? Do I fight him? Tell him off? Kick him out? He's almost 22 and lives with us.. He moved to New Orleans with my brother to find a decent job, but then moved to Tennessee with his current gf at that time. His gf left him and he was about to be homeless. My mother begged my boyfriend and I to go pick him up. We did. We drove 24 hours in total without stopping for a nap. He came back home, dated another female from Tennessee, and moved to Tennessee with her! He then left, came back to live with my mother. His girlfriend followed along a few days after. Oh and when he left, my younger brother got his room. When they came back, they kicked him out of his room. My mother is a single mother. She's sick and and she does heavy work. She struggles to pay the bills but she manages. When she asks for help, they complain. I hate to say this, but they are a waste of space.
