Our puppies 😭....

We have two small dog puppies and they piss and shit in our room all the time...I take them out constantly and leave them out there for a couple hours. I usually don't let them go in the other parts of the house because of all the piss and shit..Is that bad? We only have carpet it our room and I at least clean it with a rug doctor once or more a week..I use the pert odor stuff to put in it from Walmart. I don't know what brand it is but I cleaned it yesterday and my hubby comes in and says that it smells like piss 😕......I don't know what I am doing wrong...am I cleaning it too much, using too much water I don't know !!!!! 😭 I hate it. It is so disgusting. I really wish we could get rid of these puppies. I've used the spray on the carpets and it doesn't really work. Please give me advice!!!!!
