Would you "congratulate" someone for having sex?

Since people are constantly praised for not having sex (due to waiting for marriage or other choices) and are often told that they are smart and mature, would you say the same to someone who chose to have sex? Why or why not?

I find it extremely odd that people look up to people who haven't had sex yet as very special just because they chose to wait or not have sex at all.

If someone were to tell me that they had sex (and they were happy with their decision) I'd be extremely happy for them. They're being just as mature and smart.

I don't understand why not having sex is seen in a better light than having sex.
