Guy makes no effort yet claims he really likes me.

I've been friends with this guy for 7 years, we recently started talking and he's made no effort to move the relationship forward. I've visiting him two hours away twice and he always seems fairly unconcerned with me being there. I brought him a gift that he seems barely excited or appreciative for. He still has pictures in his living room. I went in a drawer and there was female socks in the drawer and ten he said he had one of her shirts still cause they're friends. I'm not understanding if he's not over his ex or still with the chick. Help ????
