Babysitting 11month old with fracrured collarbone?

Okay i run a full time daycare from my home. A mother showed up with her child today with a hairline fractured collarbone. I have 2yr an two 18month olds part time and my 1yr old during the day plus her 11month old usually. I personally do not feel comfortable having her here with that kind of serious injury. Kids fall they wrestle they climb over eachother, etc. The risks are endless. Am i wrong to refuse care for her child till it is healed? I talked to here about finding a daycare that has a nursery with young infants who cannot crawl yet and she said she cant find one. I am so scared this child could be hurt in my care. What is your opinion? Doc said it could be 4-6weeks till healed.
