WIC - Milk

We drink 2% but WIC will only give us coupons for 1%. Would it be illegal to trade my 1% gallon to a friend for a 2% gallon they've bought? I really need to be able to use them but I can't drink 1%.

Edit: They say very specifically no 2% and no whole on the vouchers and pamphlet that shows a lot of what you can get. :/ I'll see if the store will just let us get 2% anyway.

(Baby is almost 3 months and ebf.)
