virginity?

So I've been seeing/talking to this guy for awhile now but we arnt exclusive or anything. So, he comes over and we do everything but sex. Last time he was with me though we  were both naked and he was on top and the tip of his dick was touching my vagina and I so badly want to feel him inside me but I don't want to lose my virginity. I am only 15(he's 16 and isn't a virgin) and I have always wanted to lose it to someone that I love. I do like him but I don't think he wants a committed relationship. I guess I just need to talk to someone and get advice about if I should lose it or what to do.
