Growing hair down there😟

Is it normal to get little red bumps when your letting your pubic hair grow out after shaving? It's been about 3 weeks since I shaved and now I have these little red bumps and it sometimes gets itchy. I wanted to let it grow out a little before shaving again since it's a sensitive area and I get shaving bumps sooo easily.
