Can chronic chapped lips be a sign of something more serious?

My lips are ALWAYS chapped. For the last couple of years they have been consistently chapped & nothing has worked! They bleed and crack and get this white coating on them. They're also swollen and red around my lips. My dad even mentioned that my lips looked swollen. My inner lips are also chapped and have this white coating. I know I have dry mouth (as well as chronic dry eye & dry skin). I was doing some research and while I know that medications can cause this, I also saw that it could be sign of something more serious like lupus. I have a thyroid disease (and possibly fibromyalgia) which can mimic lupus. I'm horribly tired all the time, I have joint pain, I have brain fog, and my face and chest have this red rash. Any ideas? (And while I could still not be drinking enough water, I drink TONS of water every day. I don't think JUST dehydration is to blame. Especially since this has been a chronic problem.)
