Do you agree with the laws for animal abuse where you live?

Question

My husband and I went to a concert tonight to find a woman giving her husky puppy beer and laughing about it. 
When I looked up the laws where I live, the first offense is a fine and possible jail time for animal abuse. I personally don't think that's enough. That is a living breathing creature that you took into your home and agreed to care for, just like a child. Not to get drunk and laugh about it. 
Do you think the laws are extensive enough?

I think the consequences of animal abuse are woefully inadequate. I saw all kinds of awful abuse when I was a vet tech and there's not a lot you can do about it. For the most part, animals are considered "property". It's sickening really.

After a "first time offense" there should be a fine and possible jail time, yep. But the animals should also be removed from the house and put up for adoption in a no kill Shelter.

I agree with the laws that take the animals away for various reasons, as well as our bite and registration laws. The rest are kinda vague and I am like "Ok. I have a complaint who do I go to?" Because often you will be told to phone animal services, then they will tell you to phone the police and it is a huge loop in that then nothing gets done about the problem.

I don't agree with the jail time or fines. Those are far too low. The only punishment I can agree with is our "no adoption" list and banning them from owning animals.

Considering the fact that many companies still test their products on animals, I'm going to say no. Abuse laws are not strict enough at all. As for my specific area, I'm not sure how strict the laws are. I'll look into though

In my area a few cities just NOW made a no-tether law, for inside city limits. Which means all the country folks with 50 chained up pit bulls aren't technically breaking the law. And our local shelter switched from gas to injection in the last 3 years. I hope we can improve a bit more since we're drastically behind.

Just want to say 2 of my huskys were freaking alcoholics.

The male would chew open metal flasks and the female would knock over our bottles and drink it quick.

My city is very pro-animal rights. Our big shelter is a no-kill shelter and that's uncommon for big cities. In fact, we don't have any kill shelters in our city at all. And they are very strict about animal laws. If you have a back yard, no chain. If your dog is an outside dog, food and water has to be bolted to the ground and full at all times. If you had a chain it has to be a specific length. Etc etc. the first offense is a $3000 fine and a year in jail. I think it could be harsher, but to be honest, it's SO strict around here that you don't hear of many cases of animal abuse. And dogs cannot be adopted without a thorough evaluation here and that helps a lot I think. And our rescuers take in puppies from puppy mills and places like that. 
The county though, that's a different story 🤦🏻‍♀️

I'm not sure what exactly the laws are but I know they are not enforced at all. Also, I just recently stumbled upon this and found it to be quite absurd.
