baby cries with babysitter

My son is 14 months old and I just started work back. My mom was babysitting him until she went I work at 4, then dropping him off at my sister in laws. My mom said my son only cried once when she went to drop him off but now that u drop him off in the morning he cries every time I drop him off. He doesn't cry when I leave him with my mom or mother in law. Does it seem like she is neglected him? She also takes care of her son and one other child so I would expect him to be excited to stay with her. Any suggestions or thoughts would be appreciated 😭
