Honestly I wouldn't consider it rude.. 
I had a cone head when I was a baby. Lol and my little brother looked like a grey alien 👽 how big his eyes were😂😂😂 all kids are a little odd looking at some point in our life. It's nothing to fuss over.. my family turned out alright

I say it's bad because you don't know how that will affect that person and even if they laugh along it's hard to accept your flaws looks,personality traits etc. they probably already know they aren't the most attractive they don't need you to say anything
