My fish baby is sick?

My fish baby is being treated for fin rot again. These are my first fish so I'm still learning how to handle their water and everything. He's had fin rot before and we kicked it, but it's come back and I've started treatment again. He still acts like his normal self, still eats fine, swims fine, but he recently developed these red spot's on his fins. I can't seem to find out what they are. Ick is normally white spot's so I don't know if that's it or what? Please help. ( sorry the tank's a little dirty, it's just his treatment tank and the salt does not help with keeping it clean)

* All his plant's are soft. I use to have hard plastic and got rid of them. Nothing in there to cut his fins anymore. His fins are actually still pretty good compared to his first round of fin rot because I didn't know what fin rot was.
