Trying to take away my brother's kid

My mom and stepdad are considering filing for custodial rights for my brother's kid. This child is So beautiful and deserves the world but...none of us thinks he is capable ( monetarily, emotionally, or physically) of giving her that life. We know he loves his kid but...is love enough?

So my brother is an idiot. Is in the National Guard and about to be kicked out because he won't show up. Had to spend a week with an ankle monitor because he wouldn't show up for community service. Cannot live on his own because he doesn't make enough money but refuses to put his child first and would rather leave the kid with the grandparents. Was given a car for work and appointments for the kid but instead uses it to go out and screw his girlfriend. Has actually managed to keep a job for the last few months but has a tendency to quit jobs whenever he feels like he's too good for them. Baby momma is/was a stripper who lives with her father (who went to prison for sexually assaulting her when she wad a small child), has already lost one child to the system and just gave birth to Baby #3 (all from different partners).
