Emergency dispatchers (read before voting)

I came across a video about horrible emergency dispatchers

First situation a daughter calls 911 for an ambulance since her dad collapsed in the kitchen after having brain surgery

Dispatcher kept hanging up because she was cussing took him over 8 mins to finally call it in he didn’t lose his job over it

Second Situation

A witness noticed his neighbor sons get beat up with a baseball bat and thrown in the back of the truck and dispatcher said well they are not there we can’t send anyone and then hangs up the son ended up being murdered and dispatcher was just fired

Last situation a man was shot 5 times and called for an ambulance and dispatcher just says if he wants to leave his name and number person says no and she hangs up .. the man ended up dying

So my question is should there be more requirements when it comes to emergency dispatchers ?

if they hang up and the person ends up dying should they be held responsible as well or atleast receive a fine instead of just fired for the life they could of saved if they did their job correctly?
