Domestic Abuse Advice

Not sure where to post this, but do any of you ladies know if I can submit an anonymous tip/report of domestic abuse for my friend? I have pictures of black eyes his girlfriend has given him, pictures of his bloodied face after she clawed at his face, and of his bloody eye after she tried to gouge his eyes out. Could I turn those in anonymously? Or does he have to seek help himself?
