Baby cries nonstop while trying to fall asleep

Recently I noticed that my nearly 5 months old baby will cry each time she tries to fall asleep, sometimes the cry could be quite dramatic and I tried to hold her rock her offer her a pacifier but still takes a while until she settles and fall asleep. But she is fine whenever she is feeding and falls asleep on her own, only when she is tired from being awake for a while. In generally she is a good sleeper and she can stay asleep for 6-7 hours overnight. Just when we try to get her to bed at night has became such a big task. I think I have to blame ourselves for not setting a routine for her earlier when she was younger as she used to stay up till like 10 and sometimes 11pm!!

Any advices here for me? I am now trying to get her to take at least 2 naps during the day but she hardly can nap for more than an hour. I read that she supposed to get at least 16 hours sleep a day and I think she is getting roughly 13-14 hours. Thank you!! 🙏🏻🙏🏻
